Update: Changing the 'Monitor Layout' settings within the citrix toolbar to 150 DPI and re-maximising fixes most of the UI - windows is now scaled and not blurry. I do not use this monitor for my citrix session, I will try unplugging it totally however.

If I do 'No, use native resolution', then theres is no blurring but I have the problem of no scaling. If I set scale to high DPI to 'yes', then citrix itself rescales everything to about 150, but it is blurry.
I have tried going to advanced preferences in the tray, High DPI, and have played with all options I can find. If I go to the properties for the exe settings as per and change CDViewer to being overridden by the application (I also tried by system), then the only way to get it not-blurry is to apply no scaling whatsoever.
